When activating a 2010 installation for a client on Windows 7 – we were presented with an error related of all this to win.ini. As you may remember this was the precursor to the registry for very early versions of windows so its a bit surprising to see it popping up in relation to the latest and greatest Office suite. A recent problem with a similar issue lead tme to the solution – turn off Trend AV for the duration of the install and re-arm or reboot after !! Short but sweet.
