Microsoft have released a beta of version 2 of Webmatrix the free web development tool with prepackaged solutions and components
Their blurb describes it as
WebMatrix is the easiest way to build, test and deploy Web sites. WebMatrix installs in minutes and elegantly integrates a Web server, database and programming frameworks into a single integrated experience. Connect from WebMatrix to Visual Studio or SQL Server Express to take advantage of Microsoft’s professional tools and servers.

The interface is clean and simple and the app downloads what it requires to give you the development environment working. I’m planning to try it for an application I have in mind so more later.
